BEFORE THE UNITED FOOTBALL LEAGUE
BOARD OF DIRECTORS AND OFFICE OF THE PRESIDENT
RE: MARIST VERES ROYAL
PETITION FOR SPECIAL ELIGIBILITY WAIVER OR REVERSION
TO PRE-MERGER POST-HIGH-SCHOOL REQUIREMENT
----------------------------------------------------------------------------------------------------
PREAMBLE
----------------------------------------------------------------------------------------------------
NOW COMES the Petitioner, Marist Veres Royal, a seventeen (17)-year-old student-athlete, by and through his parents and natural guardians, and respectfully submits this Petition to the Leadership of the United Football League (UFL), including President and CEO Russ Brandon and Co-Owner Dwayne Johnson.
Petitioner requests a formal waiver of current chronological age or pipeline restrictions, or alternatively, a formal reversion to the pre-merger USFL/XFL governance rule requiring a player to be two (2) years removed from high school graduation, for immediate eligibility in the upcoming 2027 UFL season.
This Petition is grounded in the foundational mission of the United Football League to serve as the premier "League of Opportunity, Culture, and Innovation" for elite athletes whose non-traditional developmental paths have been obstructed by systemic collegiate bureaucracy.
----------------------------------------------------------------------------------------------------
I. STATEMENT OF HISTORICAL CONTEXT AND DEVELOPMENTAL PATHWAY
----------------------------------------------------------------------------------------------------
* Academic, Physical, and Historical Outlier Status: Petitioner represents an exceptionally rare profile in college football. Having graduated high school at the accelerated age of fifteen (15), he tied the record previously set by former NFL first-round selection Amobi Okoye as the youngest student-athlete to suit up for an NCAA football game during the 2025 season at Buffalo State University. Additionally, having been born four days earlier than Okoye, Petitioner is the biologically youngest player to achieve this milestone. At 6’3” and 282 lbs, he already possesses the size and frame of much older collegiate players. His complete physical metrics, strength numbers, and film evidence demonstrating advanced physical maturity are set forth in Section III. Film clips are posted at https://x.com/Maristvroyal
Throughout his college academic career, Petitioner has maintained a cumulative 3.6 GPA while managing an accelerated timeline and college-level athletic participation.
* The University at Buffalo & House Settlement Collision: Petitioner was accepted to the University at Buffalo with the intent to enter the football program as a walk-on for the Fall of 2025. This timing coincided directly with the structural upheaval of the House v. NCAA settlement. Petitioner acted as a formal Roster Limit Objector; however, the compression of institutional roster limits effectively barred Petitioner from entering UB's fall camp as a walk-on / Designated Student-Athlete (DSA).
* Buffalo State and Iowa Western Realignment: Seeking immediate development, Petitioner enrolled at Buffalo State University for the 2025 season. However, the program's offensive scheme failed to utilize Petitioner's primary position of fullback, prompting an accelerated transfer to Iowa Western Community College (IWCC) for the Spring of 2026.
* Barring and Institutional Gridlock: While at Buffalo State University, Petitioner became the sole inventor of the patent-pending Halo Protective Helmet Mask, a groundbreaking head-safety advancement nearing professional beta-testing with championship coach Carl Reed Jr. serving as Lead Commercialization Consultant.

Unfortunately, this significant technological advancement was met with institutional resistance at IWCC, where Petitioner was entirely barred from even trying out for the football team while remaining legally locked into academic attendance for a mandatory one-year period.
* Federal Pipeline Block and the Current Dilemma: To maintain active gameplay in 2026 while legally bound to IWCC, Petitioner's only recourse was to fall back to a Division III institution. However, this fallback move inadvertently exhausted Petitioner's undergraduate transfer allowance under President Trump’s Executive Order 14400 ("Urgent National Action to Save College Sports"). Because the order strictly limits undergraduate athletes to one free transfer, Petitioner is now legally prohibited from transferring up to a Division I program for the 2027 season without triggering a mandatory sit-out year. The collegiate pipeline is effectively frozen. https://natlawreview.com/press-releases/amid-record-four-transfers-one-year-17-year-old-marist-veres-royal-avoids
* Significant Market Validation: Despite systemic restrictions, Petitioner has secured significant market validation, executing a Name, Image, and Likeness (NIL) portfolio valued between $2 Million and $5 Million—becoming the first athlete to successfully monetize a patentable invention under NIL guidelines—alongside a documented $2 Million biopic life-story rights agreement for his forthcoming feature film.
----------------------------------------------------------------------------------------------------
II. THE INTELLECTUAL DEFENSE: TECHNOLOGY INNOVATION & SAFETY
----------------------------------------------------------------------------------------------------
* The Halo Protective Helmet Mask: Petitioner is the sole inventor of the patent-pending Halo Protective Helmet Mask designed for trench players.
* Empirical Safety Validation: Utilizing non-touching dual elliptical steel bars that create a structural air-gap around the helmet shell, the Halo Mask effectively deflates and redirects frontal impact forces away from the cranium. The technology as demonstrated through early on-field and lab testing, safely mitigates frontal pad pressure pain and reduces the need for forehead pads. * Commercial Alignment with the UFL: Petitioner offers the UFL the exclusive opportunity to utilize his participation as a live, professional beta-testing platform for this head-safety advancement. This dual-profile—combining an elite 282-pound physical profile with an active sports-tech innovator—provides the league with a compelling narrative of innovation and on-field development.
----------------------------------------------------------------------------------------------------
III. THE PHYSICAL DEFENSE: OPERATIONAL SAFETY & TAPE VERIFICATION
----------------------------------------------------------------------------------------------------
* Pro-Ready Biological Metrics: The traditional safety and liability concerns surrounding accelerated athletes are entirely neutralized by Petitioner's verifiable physical metrics. At 6’3” and 282 pounds and age 17, Petitioner already possesses the structural mass and leverage of a multi-year NFL veteran. His baseline metrics include a 340-pound bench press max, 25 repetitions of the NFL-standard 225-pound bench press, a 1.55 10-yard, 2.83 20-yard, and 4.95 40-yard standing dashes, a 4.43 20-yard shuttle, and a projected elite 9+ Relative Athletic Score (RAS) by age 17 and 9 months, the age he would be by the start of the 2027 UFL Season.
* Objective Video Verification: Petitioner’s linked video at (https://x.com/Maristvroyal) provides clear, objective evidence of physical maturity. Petitioner has demonstrated as early as 2025, at age 16, during his time at Buffalo State University, his ability to consistently drive back and physically dominate older collegiate competitors. From a risk-management and insurance underwriting perspective, Petitioner's operational safety profile meets or exceeds that of standard 21-to-23-year-old rookie draft prospects.
----------------------------------------------------------------------------------------------------
IV. LEGAL FEASIBILITY, CONTRACTUAL VALIDITY & PRECEDENTS
----------------------------------------------------------------------------------------------------
* Educational Milestone Standard: Petitioner satisfies the spirit and letter of the pre-merger USFL and XFL framework, which evaluated eligibility based on educational milestones rather than chronological age. At the launch of the 2027 season, Petitioner will be two (2) full years removed from high school graduation.
* NCAA Age-Based Precedent: The NCAA’s own modern eligibility models openly permit 17-year-old true freshmen to engage in direct, maximum-velocity collision competition against 24-to-26-year-old "super-senior" athletes. The safety and governance standard for this exact age variance is already heavily codified by major athletic regulatory boards. As noted, Petitioner engaged in such collision competition even younger at age 16 and is set to commence his 2026 sophomore season at Hilbert College.
* Neutralization of the Infancy Doctrine: To insulate the UFL from contractual liability or contract voidability risks associated with minor status, Petitioner’s parents and legal guardians will execute all UFL player contracts, performance covenants, and liability waivers as co-signers and joint-parties.
* Judicial Approval of Minor's Contract: To completely neutralize contractual voidability risks under the Infancy Doctrine, Petitioner and his natural guardians commit to proactively seeking judicial approval of any executed UFL Player Contract pursuant to New York Arts and Cultural Affairs Law § 35.03 (or applicable state equivalent), thereby rendering the agreement fully binding, irrevocable, and immune to disaffirmance.
* Independent Evaluation Access: Petitioner agrees to submit to any mandatory physical evaluation by independent, league-appointed NFL-grade physicians to certify skeletal and muscular readiness.
----------------------------------------------------------------------------------------------------
V. INSURANCE AND LIABILITY INSULATION
----------------------------------------------------------------------------------------------------
* Excess Liability Protection: Petitioner represents that his management team is prepared to secure an independent, third-party excess liability and personal injury insurance policy to supplement standard league coverage, entirely insulating the UFL, its member clubs, and corporate partners from unique underwriting risks associated with Petitioner’s accelerated timeline.
----------------------------------------------------------------------------------------------------
VI. MARKET VALIDATION AND PROFESSIONAL NECESSITY
----------------------------------------------------------------------------------------------------
* Systemic Underdevelopment vs. Pro Readiness: As a legitimate NFL prospect who will be 18 years old in 2028, Petitioner faces a significant professional challenge: he dominates at the DIII level but is structurally prohibited from further development at the DI level due to the current transfer portal eligibility block and NCAA “second transfer” penalty rules going into effect on August 1, 2026 – pursuant to President Trump’s Executive Order 14400 ("Urgent National Action to Save College Sports").
* The UFL as the Premier Solution: Because the collegiate infrastructure is locked in bureaucratic gridlock, Petitioner's sole professional avenue toward NFL readiness is to seek refuge in the United Football League—the "League of Opportunity”.
---------------------------------------------------------------------------------------------------- VII. ANTITRUST RISK MITIGATION AND LEGAL INSULATION FOR THE UFL
----------------------------------------------------------------------------------------------------
* Distinguishing the Clarett Precedent: The UFL’s current three-year eligibility rule mirrors the NFL rule upheld in Clarett v. NFL (2d Cir. 2004). However, the Second Circuit’s ruling shielded the NFL only because its eligibility rule was explicitly protected by the non-statutory labor exemption through decades of collective bargaining with the NFLPA.
* Vulnerability of the Current UFL Framework: Because the UFL’s current Collective Bargaining Agreement (ratified May 2025) is entirely silent on the three-year eligibility/draft rule, the rule stands as a unilateral league policy. Under modern antitrust scrutiny, a horizontal restriction on player labor that lacks explicit union bargaining is highly vulnerable to a Sherman Act challenge.
* Waiver as a Non-Adversarial Solution: Granting this Petition for a Special Eligibility Waiver does not strike down or eliminate the UFL's three-year rule, nor does it invite mass underclassman litigation. Instead, creating an individualized, administrative waiver process based on "Extraordinary Physical and Economic Milestones" proves the league operates a reasonable, flexible system. This administrative flexibility effectively neutralizes future antitrust claims of an absolute "group boycott."
REQUEST FOR RELIEF
WHEREFORE, Petitioner Marist Veres Royal respectfully requests that the Leadership and Board of Directors of the United Football League grant a special eligibility waiver, or a formal administrative reversion to the pre-merger post-high-school graduation framework, authorizing his immediate entry into the 2027 UFL season.
Respectfully submitted,
